One measure could be creation of business process documentation for key areas
How about completion of personnel evaluations for all employees on an annual basis
Wouldn't this whole process be a measure of that?
There needs to be specific efforts that support this priority but also - the flip side - what happens if someone in the institution doesn't support it? How do we make them accountable?
