I like having guiding principles, but I'm worried that these are too vague and there's too much potential overlap among them. For instance, innovation should be a piece underneath each of the rest- accountability the same. What about considering something more actionable like: teaching, research, service, inclusion; differentiation? Glad we're doing this.
How about (if we are sticking to broad principles) "Quality, Accessibility, Affordability, Communication, and Service"?

Although perhaps one could argue that the overlap is good. If a particular issue falls under multiple categories, it is obviously of high importance...?
If I were to rank these Strategies, they would go in the following order of importance: 1. Accountability must be had before you achieve high Quality. 2. Quality greatly determines your willingness/ability to provide Accessibility. 3. Accessibility helps you to identify/evaluate processes for Innovation. 4. Innovation helps to streamline or improve techniques/methods of delivering education and their support services. 5. Affordability- for the sake of providing education for all economic levels of the community.

Quality - To achieve excellence in teaching, learning and the services we provide

Accessibility - To provide learning opportunities and supportive services that meet the needs of our diverse population
Innovation - To collaborate with stakeholders to anticipate their needs and pioneer creative and effective solutions
